Reflections & Learnings

This year was one of intense learning and growth. We established the foundation’s geographic reachand refined each giving area. The team spent considerable time in the field learning about the needs of communities and the providers serving families. We also spent time getting to know the other foundations that share our vision for a vibrant, diverse, and safe Bay Area. We were surprised by the limited philanthropic support in some communities, and noticed how the uneven distribution of services within each county made access difficult for many families. We started shaping our approach to grantmaking, testing different grant sizes, and working to balance our belief in supporting grantees with long-term, flexible funding with our desire to be responsive to community needs. These observations, along with many others, have informed our strategies across the portfolio for the coming year.

In the first part of the year, we spent time learning more about the ten counties in our geographic focus area. This time in the field — meeting with nonprofits and public and private funding partners — gave us insights into the needs and opportunities in each community. These insights, along with new research that mapped local variation in child poverty, informed our grantmaking approach for the year. We refined our Safe Spaces strategy to place greater emphasis on supporting community-based spaces that promote engagement, connection, and safety. This shift means that we’ve expanded the portfolio to include outdoor spaces, trusted community hubs, and early care/learning centers. Finally, we explored policy and advocacy opportunities across the portfolio. Given the foundation’s focus on safety net services, changing policies and funding cuts out of Washington (both real and threatened) made for a particularly challenging year for our partners and the families they serve. These uncertain times only reinforce our commitment to our communities and the providers serving them.

Our core portfolio remained steady in 2018. We explored several new areas of focus identified by partners in the community and allocated grant funding to support that work for the next several years. We made grants to support regional efforts to prepare for the 2020 Census so that all communities, particularly those that are hard to reach, are counted accurately. An accurate census count is critical because the population data collected are used to allocate millions of dollars in federal funding to support low-income families in the Bay Area. We also made deeper investments in housing to focus on regional policy and advocacy work. This is particularly exciting given some of the promising opportunities to address the housing crisis around the Bay Area. Our team continued to spend a lot of time in the field with our partners to deepen our understanding of how we can best support families with young children living in poverty. On a slightly different note, our team spent time articulating how the foundation’s work connects more broadly to the work of its sister philanthropic entities in Wildcard Giving: Acton Family Giving and Solidarity Giving.

This year, we regularly heard from grantee partners about the urgent housing crisis, especially the growing displacement of families who are priced out of their homes and communities. Many communities are seeing rapid growth in requests for services, particularly across Santa Cruz and Monterey counties and the San Joaquin Valley, all places where wages tend to be lower amid an escalating cost of living for families. In spite of serious threats such as public charge and changing eligibility for benefits, grantee partners have provided critical services to families around the region. In addition to our core portfolio, we made several grants to emerging and exciting work in the San Joaquin Valley that focuses on strengthening the capacity of local organizations. The strong leadership and investment by local funders in that region has been inspiring; we are excited to participate and learn. We also continued to fund efforts to ensure a fair and accurate count for the 2020 Census and have sustained our housing advocacy grantmaking at the state and local levels. In the coming year, we will explore how to more fully incorporate community voice to ensure that those most affected by poverty and policies are at the center of the work.

Our primary focus in 2020 was to respond to the emerging public health and economic crisis caused by COVID-19. This was an incredibly challenging year for our grantee partners and the families they serve, in ways that we couldn’t have fathomed as the year began. In addition to maintaining all of our core grantmaking during the year, we did several rounds of COVID-19 responsive grants to our partners to help them address the unprecedented demand for services they saw throughout the year. We also participated in various community response funds designed to provide cash and rental assistance to families around greater Silicon Valley. We wrapped our final grants for the 2020 Census, and transitioned our grantmaking focused on immigration, housing advocacy and economic opportunity into our core portfolio starting in 2021.

We maintained our commitment to provide partners with long-term flexible support with our regular grantmaking budget of ~$20M and distributed an additional ~$20M in COVID-19 responsive grants. This significant responsive grantmaking resulted in one-time shifts to the data that represents our usual practices. For example, where we usually award more multi-year grants than one-year grants for our long-term partners, all of our responsive grants to our partners in 2020 and 2021 were awarded as one-year grants.

Our responsive grantmaking included targeted quarterly grants to organizations providing food, essential supplies, cash, and rental assistance, or legal aid to families as well as flexible grants to support both families and our partners. This dual focus acknowledged both the families seeking support in higher numbers across the year and the various short-and long-term organizational needs of nonprofits that capably pivoted to meet community need. 

We also responded to aligned collaborative funding opportunities, including: 

  • The California Immigrant Resilience Fund, which provides direct cash assistance to families who are ineligible for COVID-19 federal and state safety net and relief programs. 

  • Capacity grants to our partners managing Undocufunds in acknowledgment of associated administrative expenses. 

  • The Together Toward Health initiative, which funds local community-based organizations that provide education, awareness, and outreach to populations disproportionately impacted by COVID-19.

  • Capacity grants to our partners participating in the Emergency Rental Assistance Program (ERAP) in acknowledgment of the additional capacity required to enroll clients.

We entered 2022 with a renewed understanding of the importance of providing reliable long-term flexible support as pandemic-era government spending began to wind down. Based on that declining source of funding, sustained elevated need from families, and survey results from our grantee partners, we directed ~$4.6M in responsive funding to address urgent eviction prevention, direct cash assistance to families, and diaper and food distribution. As was the case last year, the relatively large number of these responsive grants resulted in one-time shifts to the number of one-year grants versus multi-year grants and lowered the average grant amount for the year.

We also sought to understand the longer-term impact on nonprofits facing a higher number of clients seeking support, rising costs, and myriad operational challenges to plan for ways to increase our grantmaking support in the years ahead. Finally, we began updating some of our approaches to prioritizing capacity building requests and considering increases to general operating support grants based on what we learned from grantee partners as well as principles of racial equity from our team’s ongoing learning journey.

In 2023, we returned to our regular budget practices after the 2020-2022 budget years in which we significantly ramped up our responsive grantmaking related to the pandemic. At the same time, we began a two-year project of increasing grant amounts across our portfolio as many partners faced declining public and private sources of funding while rising costs from inflation challenged organizations and households alike. The average grant amount across our portfolio rose even as the number of grants returned to pre-pandemic levels. To that end, we also made a concerted effort to ensure that multi-year grants once again represent the vast majority of grants. 

Finally, we made significant progress on elevating and expanding upon our commitment to racial equity through an intentional examination of our practices and programs. In one example of this commitment, we partnered with 15 new organizations and advanced two new initiatives, Community Voice and Mental Health. These initiatives center families experiencing poverty — predominantly from communities of color — who seek inclusion in decision making and leadership opportunities in their communities, and culturally responsive and affirming care in clinical and nonclinical settings.
